Anonymous FTP is a feature that allow you to open up a public access area in your hosting account for file upload download. It does not require password to access the public upload download area. For security reasons, it is not recommended to activate anonymous FTP in hosting account, there are many web based file sharing programs with administration section as well as member's area for managing files. This is a much better approach for offering file sharing to website community, better control and offer some degree of security control.
